Ric Flair is considered a 22 time World champion, NWA officially recognizes him as a 10 times NWA World Champion, WWE Officially recognizes him as a 2 time WWF World Champion. WCW Officially recognized him as a 8 times WCW World Champion, and 2 time WCW International World Champion.

WWE does that so they don't break "kayfabe". Triple H mostly said that when the World Title was apart of the Raw Brand. He was a 5-time World Heavyweight Champion, 1-time WWF Undisputed Champion,4-time WWF Champion. This also done for storyline purposes which equals out to 10 title reigns.

It wasn't really for the fact that they didn't want to call Brock Lesnar the youngest world champion, because he was never world champ. He was the youngest Undisputed Championship which later became the WWE Championship.
As for Randy Orton, I guess WWE thought he should be pushed early, because he had a good fan base behind, but it turned out not in WWE favor to do so. Although Orton is the youngest World Heavyweight Champion in the history of WWE, he is only the fifth youngest person to hold a version of the World Heavyweight Championship. Lou Thesz won the NWA World Heavyweight Championship at the age of 21, Chris Candido won the NWA World Heavyweight Championship at the age of 22, The Giant won the WCW World Heavyweight Championship at the age of 23, and Kerry Von Erich won the NWA World Heavyweight Championship at the age of 24 years and three months in May 1984 (as opposed to Orton's 24 years and four months at the time).

Jeff Hardy will be able to use most of his moves that he used previously. Vince McMahon may allow him to use some of the moves that are currently restricted, because he is just coming back to the WWE, but on the other hand they may not allow him to use any of the moves that he used to use that are restricted.
