Ok this is my dream match card for Wrestlemania 28 in this order
1. Sin Cara vs Rey Mysterio (Great superstars and great styles of wrestling. should be a great opener
2. The Uso's vs Ziggler and Swagger with vikkie in their Corner for tag team titles (Great time to put managers on the map as well as The divison)
3. Mick Foley vs Cody Rhodes (just a good match that Mick could put cody over in a hardcore match)
4.Alex Riley vs R-Truth for U.S Title (Good match idea and would be good for both to get spot light)
5. Justin Gabreil vs Evan Bourne Crusierweight Title (They are bringing back the divison why not the title and have some good matches between them)
6. Shaemus vs Mark Henry vs Mason Ryan for the Intercontental Championship (Three of the biggest men in the wwe which would be a great match and all three can preform good)
7. Khamra vs Beth Phoniox for Divas Title (Beth says she wants to change the diva's divison but what happens when the beginner of the change khamra comes and wants the title
8. Big Show vs Kevin Nash (The Stare at last years royal rumble proves these two want to fight and why not both are on their last leg so this could be a great match
9. Edge vs Christian World Heavyweight Championship (Dream match and i think everyone thought it should have happen at wrestlemania 28, but they put del rio in which they should not have)
10. Cm Punk vs Stone Cold Steve Austin (Austin and Punk match of the year canadate, These two so similar and both are in good shape to fight.
11. Undertaker vs Kane Streak ends here. (I think the only person who could face undertaker and finally end the streak is Kane.)
12. Miz vs John Morrison WWE Title (Both have history and are good in the ring together if the first Raw showed)
13. Cena vs Rock (All i have to say is its already planned)

I like the number of matches you have, there hasn't been 13 in years so I definitely agree with that. I do have 2 big issues with your card though, 1. no one in the WWE today is worthy of ending the streak. Kane should definitely be the last person to do it, he's already failed like all of the others and always has been (and should be) the lesser brother so ending the streak would just make Taker look weak instead of making Kane look strong. The streak should only be ended by someone with talent who needs the credibility that ending Taker's streak would give him. There is no one in the WWE today that has the talent required. Secondly, where the fuck is Randy Orton? He's been the second biggest face in the WWE for 2 years now and you left him off the card for "The biggest WM 17/19" that is a big no-no sir.
That being said, this is my dream card:
*dark match* Kane and R-Truth def. Big Show and Kofi (c) for the tag titles - this match makes as much sense as any other tag match in the last 3 years
Zack Ryder def. Alex Riley (c) for the United States Championship- Ryder is so over without even appearing on TV, just imagine what he'd be able to do as a face if he was on TV for a year straight. Riley is better in the ring and mic than Miz (just watch NXT 2) so putting these two in the WM opener would be a wonderful idea to get people's attention
Sin Cara def. Rey Mysterio - A simple passing of the mask here, Sin Cara defeats Rey to prove he's the official luchador of the future.
Kharma pins Natalya vs Beth Phoenix (c) for the Diva's Championship - 3 of the biggest baddest Divas in the business, battling for a title that should actually mean something and get a crowd reaction.
Wade Barrett def. Sheamus in a Flag Match - There's definitely a good number of people on this forum who don't even know what a Flag Match is, but we should bring back this stipulation in order to get 2 of the future's brightest stars a spot on my dream WM Card. A face Sheamus can feud with heel Barrett in a classic Ireland vs England debate and we'll put Wade over in this encounter.
Cody Rhodes (c) def. Daniel Bryan to retain Intercontinental Championship - This is Step 2 of a 3-step plan to launch Cody Rhodes into main event superstardom. A title defense on the grandest stage just a year after defeating Rey? This win just shouts credibility.
Alberto Del Rio (c) def. RR Winner Y2J and The Miz to retain WWE Championship - I expect Jericho to return as a face, and although Del Rio was a refreshing new face to win the Rumble I'd give the nod to Jericho to pad his stats (jus like Edge, Orton, and Taker have all done). I'll even continue the trend of having the Rumble winner lose by having Del Rio retain his title and tell people how awesome he is, sorry Miz.
Undertaker def. Randy Orton - Where is Triple H? That question is answered below, but I honestly think if John Cena is busy that Randy Orton is the biggest current threat to the Undertaker's streak. He has been beating people 5-on-1 consistently ever since his face turn so if we keep that up for another year it'd be pretty easy to get people to believe he can end the Deadman's streak - only to fall short again and add himself to the list of people who have faced Taker twice at WM with Kane, HHH, and HBK.
CM Punk def. Stone Cold Steve Austin - ONE MORE MATCH! ONE MATCH! According to a thread in this forum, this match is arguably a bigger draw than the one that's already the main event, so why not add it to this event but give the rub to CM Punk. Punk is 0-3 at WrestleMania (not including MiTB) so he desperately needs some W's if he truly is the future of this business. What better way to prove his worth than to put him over the returning Stone Cold Steve Austin in a battle of straight edge vs. alcoholism
John Morrison def. Triple H(c) for the World Heavyweight Championship - I probably lost of people's respect with the placement of and the people involved in this match, but hey, people are curious how JoMo can finally get over and this is it. If HHH talks about how he's above the business and how he's better than everyone else he could get some of the same heat that made him the heel of the past decade. Put the belt on him (for the 14th time) and have John Morrison save the day, give him that special WrestleMania moment, and I guarantee you it'll be the first of many
The Rock def. John Cena - This is all about Miami, This is all about the Great One's return, This is all about entertainment. There's no other way to end this show than to have the Great One celebrate in front of the hometown crowd how truly immortal and legendary he is. Cena doesn't need the rub, he'll live, let the People's Champ electrify.
