It was but it isn't a penalty when the RB lowers his head once he goes downfield with the ball. Entirely the RBs fault but it wasn't like the defense forces the ball out in such a situation either.

Might have been. I have most often seen the concussion turnover on pass plays but I think this was a run. Even on a pass once you turn upfield everything is fair game.
