It says that NOBODY has put the time in to become a good heel. The smarky Impact zone crowd cheers for most, so guys just go with that instead of working harder to become better heels.

Also, the top 8 talents in TNA are babyfaces so what do you expect. Bully Ray just shot up because other than Pope and Matt Hardy, who else is remotely ok as a heel? The balance is way off, and most of the contenders are faces. It's a tough situation at this point.
