I believe it will be a draw. I think both superstars being unable to continue makes it a double countout (they wouldn't have answered the refs 10 count if he actually did one).

In the final 2 matches, 3 of the 4 Superstars will be rendered unable to continue the match.

Am I the only person that thinks Cena might win, only for them to say the match doesn't count since the ring broke? That's the excuse they used when the Rockers beat the Hart Foundation to win the Tag Titles if I recall correctly (granted that was legit, not kayfabe).
