There are banks that have, and others that do not have ATM fees. Banks have the need to pay the staff that takes care of the money that you put in them. Personally, I'd rather my money be in the care of a financial institution that compensates their staff financially rather than one that would require volunteers. Now, obviously, that isn't the sole source of income for banks, but it is one. Also, ATM fees allow for banks to maintain the machines from which one can take money. These things do not happen without a fee attached to them. Banks are providing a service to people by holding their money and providing them with the chance to accumulate interest on it. They, therefore, charge a SERVICE charge for the SERVICE they provide. Seems to me that it's pretty logical that a service charge is a logical "rule". Oh, and by the way, when your balance at the bank is as high as mine, they waive the service charges.
