WWE ratings haven't been high because the product has not really been that good, dude. Cena doesn't do the booking or the writing so you can't blame him for that. You can't blame him for the Benoit thing in 07. U can't blame him for Vince McMahon faking his death. You can't blame him for the horrible "bastard child" storyline. You can't blame Cena for the multiple injuries that occured during 2007. You can't blame Cena for the poorly built-up feuds with The Great Khali and Lashley (although the pay-per-view matches delivered)...You can't blame Cena for WWE telecasting episodes of RAW where less than one hour of the show is actual wrestling. You get the point.
Granted when a guy is the champion we tend to reflect the ratings off of him but that is truly an unfair assessment. Look at the ratings when Bret Hart and Shawn Michaels were long-term champions, they were pretty low, but both "The Hitman" and "HBK" were great champions.
