He wouldn't have had to be put in the title picture if Cena didn't get injured. That's the only reason why. Other than and perhaps equal to Cena, Triple H has the biggest draw power on Raw. I highly doubt they thought "Hey let's give him another title so he can finish with 23 reigns".
