Timing. Balor had the fortune of being the face of NXT right when they needed new top stars for the roster split. Plus he arrived before the CW division became a thing.

Because of that, he's far too big a star for the CW division while Aries and Neville, who had accomplished a whole lot of nothing compared to Finn, got saddled with carrying it and are now defined by it. They can't "realistically" challenge for the world title, but former world champ Balor can.
