They already unified them. And the reason they don't drop them totally is probably more about tradition than anything else. Plus it also gives you more storylines.

Also not all wrestlers make good single wrestlers. Billy Gunn for example.

Which is why he went through multiple gimmicks in three of four years after his tag team, before getting his pink slip.
