That is a way for people to make comments that in any sense may cause one to question one's sexuality, but this phrase is used to get people to get people to back off from questioning this, but still answer the question that the person is interested in.

I think a lot of people who do this are simply:

1) Naturally curious themselves

or

2) Closet cases that are too scared to make their sexuality known
