OK, I can read what you said but if this what you meant, this makes more sense. WWE has room to improve. That is not saying much but it is true. It could be said for any company.
At whose expense? What are you talking about? Just give Cesaro a feud that has a logical story, and give him time in the ring.
This is what you seem to not be able to grasp. For Cesaro to succeed it means others are going to have to be "held back" or "left out". WWE has finite number of wins, titles, time, and stories to hand out. Whose spot does Cesaro belong in?
As for a story, what would that story be and what past work in Cesaro's career makes you think he can carry your logical feud?

So you're conceding that Cesaro has not reached his full potential. Why would WWE push a guy so high when he has showed signs of reaching his full potential? Do you throw away money regularly?
Yes, he was US Champion. However, he wasn't given a chance. He was given random feuds with no storylines and usually 6-8 minutes to wrestle. Here's proof.

I'm not asking for Cesaro to be pushed to the moon. I just want him with an actual feud that has a logical story and 15-20 minutes each PPV to showcase his in-ring skills.
No wrestle can be successful and reach their potential if they're thrown in random matches with little time to wrestle.
And no one deserves to be given wins, titles, stories, and time if they can't show the ability to carry these things. Maybe he has it in him but that hasn't come out yet. You call it "being held back", I would call it getting time in the company to grow, learn, and mature. He is very lucky to have everything he has and all the opportunities he has gotten.
How about this? You seem upset for him, just keep in mind that he is a grown man with years in this business and makes his own decisions. He has made the decision to stay with WWE for a long time and best I know he is content to do so. Maybe you can be content for him as well.
