He was going to main event a PPV (No Mercy) after whooping 24 PPVs. And the presidential debate couldn't let him main event this time. The last Cena main-evented a PPV was Survivor Series 2014.

It does signify that Cena is more towards part-timing wrestling in WWE.
 
Fans have just become conditioned to relate the term main event with the final bout if night. In so many cases it makes sense to put the main event last as the night builds excitement towards it but this isn't a necessity. Actually the main event(s) is/are the top billed match(es) on the card.
 
It does not signify Cena is doing a part-time schedule. Cena didn't have a match for 9 out of the 25 PPVs in this time span.

3 were due to Cena taking time off.

5 were due to injury.

1 was due to a Raw exclusive PPV.

3 PPVs off isn't part time.
 
Dave Meltzer is reporting that the movement of the main event was due in part to Cena's travel needs as he got a job that needed him to travel as early as possible. Vince balked at this idea but Cena used his backstage power and the two sides came to compromise to have the match earlier. Cena could be overheard saying that ,"SD needs him more than he needs SD".

Or maybe Meltzer didn't report that or maybe Meltzer is the name of a little unicorn monkey hybrid that lives in my brain. I don't know. Regardless, someone who really hates Cena will take this as being true.

Back to the topic. Cena works less than he used to and generally less than the less tenured performers. You can call it "part time" if you want but then what are we going to call Lesnar, UT, HHH, and The Rock's schedules when we want to insult them?
