Anytime you rep someone their rep goes up or down depending on their Rep Power level, check the number under someone's rep bar to see how much their reps are worth for a green. Divide that number in half to get their value in red. You level up 1 for every 750 posts and 1 for every 1000 points of rep.

EDIT: Except for admins who automatically have 50.

Exactly. It will soon be 9 and 4. Odd numbers round downward on red even though it would have been 4.5 as the half.
