He'd almost definitely get the number one slot in Cleveland, Oakland, Denver, Jacksonville, 49ers, Ravens, Steelers, St. Louis, and Miami. He'd be a potential number one for teams like Seattle, Washington, Indianapolis, Tennessee and San Diego.
Denver has 2 guys who are much better deep threats, and you're just plain wrong about Pitt, Baltimore, San Fran, and Indy. Wallace, Boldin, Crabtree, and Reggie Wayne are all superior to Holmes.

Jacksonville has a stud in the making in Blackmon who will eventually end up being far better when he gets a real QB, Seattle has Rice, who is pretty much the same thing as Holmes, and Washington has Garcon who seems to be injury prone but when he's healthy he has been better than Holmes ever has been.
He put up 8 TDs last year with Mark Sanchez throwing the ball to him, and while his total yards was low, he proved he can put up big numbers with a competent QB with his four years in Pittsburgh.
That was what, 3 years ago? James Jones has 12 TDs for Green Bay and he's certainly not their number one receiver. I said that he does make big catches in big moments, but he isn't a consistent 100 yard receiver and that's what being the number one guy entails.

1,000 yards should be the minimum requirement for a starting RB these days, and it certainly isn't enough to make you a Pro Bowl spot, or even make you stand out.
Earlier I compared him to Thomas Jones in KC. He wasn't a Pro Bowler or anything, but they were the best rushing attack in the league and he accounted for about 40% of it.
