It's a grand day for the WWE. Now I'm not one who hated in CM Punk all the time, but I have to see I am ecstatic that Jericho is champ. There is no one in the company right now that deserves it more. He has had a great feud with HBK and has really evolved his character from the whining heel he used to be.
Aside from that, I think the champ will be the focus of the show again. With Punk/JBL constantly feuding they just couldn't focus on that with Batista, Cena, Jericho, Michaels, etc. on the program.
And third, this opens up the door for some great feuds such as Jericho/Punk and I could even see Jericho/Batista being good.

He has had more than 2 world title reigns. He beat The Rock at No Mercy? 2001 and became WCW World Champion, then at Vengeance 2001 he won 2 titles, and now he has won this world championship. = 4?

I'm pretty sure this only counts as 1 title because they unified the WWE and WCW into the Undisputed title. He only kept both of them while they were making a new title (I could be wrong though)
Jericho's now a 3 time World Champion, he's a WCW Champion and the first ever undisputed champion, he could be a 4 time champ because he pinned HHH for the belt once only Earl Hebner counted the pin fast and HHH had the decision reversed.
Now WWE doesnt acknowledge that title reign. So he's a 3 time champ.

It's 3, at Vengeance he unified the WWE and WHC, so it only counts as one
This is the way I see it. He was the WCW World Champion at No Mercy (First title), he was the WCW World Champion at Vengeance for a bout 20 minutes (That's his second title), WWF Undisputed Champion at Vengeance (Third title), and now from Unforgiven is his fourth title.
He only had the WCW belt by itself for a little while at Vengeance so why should those two titles only count as one?

Because it was a match to crown 1 Undisputed Champion not a WWE and WCW Champion. Therefor it only counts as 1 title.
