Yeah the Liberal party had agreed to provide Home Rule to Ireland. The First two Home Rule bills had been defeated in the House of Lords as well as an important budget reform bill so with the help of the main Irish party Lloyd George reformed the Lords to remove their veto power. In exchange he then passed the Third Home Rule act. It was meant to come into force 1914- something else major happened that year though Probably want to mention the first cash for honours scandal which occured around this peroid too with Lloyd George as well.
