Ah, I disagree. Cena has shown that a midcard belt on a top guy can elevate the title without hurting the guy carrying it. Reigns is an upper card guy, being groomed as the next top guy. That's who the IC title was meant for.

Two COMPLETELY different scenarios. Cena is a 15 time Champion that is elevating younger talent because he's done everything humanly possible at the top of the card. Reigns. Not so much.
