Ah, I disagree. Cena has shown that a midcard belt on a top guy can elevate the title without hurting the guy carrying it. Also keeps them hyped up as being a champion. Just like how Bryan had it. Reigns is an upper card guy, being groomed as the next top guy. That's who the IC title was meant for.
