Yeah pretty much that. Until we get another dumb random pairing of guys not doing anything. Unless you somehow turn Gallows and Anderson faces because they've literally done everything they can as heels right now.

Sheamus/Cesaro are the only ones with submissions. By default they have to lose after being down a fall and locking in a submission while time runs out.
