We have counties, like in Iowa we have Henry, & Lee, & Des Moines (county, not the town) Counties for us make up areas of ground. Sometimes more than one city/town can be in one county.
So it makes sense. I also get the Stoke on-Trent name now.. kinda like "City on the river."
