Makes sense to me. What are The Shield winning. Matches? They can't ever win the long game, because HHH is their boss and if he likes he'll stack the odds, make rematch after rematch for eternity if he likes, he'll essentially make life miserable for The Shield for as long as they resist him. Rollins sees this and doesn't want to struggle the eternal struggle that he can't win. He gives in to HHH, not for money, fame or to sell out, but for an easier life in the long run.
Evolution may have been only Orton and HHH, but don't forget the entire roster of heels he's sent out several times to weaken and beat down The Shield. That's all that lies in their future, whilst their winning matches, they are only operating in a little court which HHH allows. They aren't winning titles or getting opportunities, they aren;t really making a difference at all. Statistically they are winning, but it gains them nothing. Most stories make sense if you find the right angle for it.
