We don't allow custom avatars. The option is there due to it being there in vBulletin, but it is set here to where it is not possible to actually upload one. There's plenty of avatars to pick from that our admins uploaded for use. You can still upload an image for use as a signature banner though, make sure it's within the rules if you do.
