There should really be an example of what it means to be "Elite." Maybe show an exemplary post, and underline/highlight/piss on all the factors of said post that are just wonderful. Maybe show a post that is a bit under the line (One not so abysmal that 99% of the WZ community will know it's not good poster material.) Giving people a task with no direction won't always result in much success. If people have some sort of guidelines, they might be more inclined to try and improve.

...I don't know, it's 3 AM and I'm rambling.
