There is an inherent problem here, though. It would be difficult to write without a heel turn.

I think what they should've done is another one of those "I'm taking the belt hostage" storylines, where Devon turns heel and threatens to leave TNA with the belt once his contract expires, and whoever TNA decides to push, they could've had him take the belt off Devon at Hardcore Justice, and that guy would've gotten over as a hero, as a saviour, with the TNA fans & locker room. What a build that could've been for that lucky person. But I expect people to shit on the idea because it's "copying the WWE".

This is also a good idea, but it requires a heel turn, which I was trying to avoid, because I (for no reason at all, now that I have read grandsword's post a second time, and he did not say that) was trying to avoid using one, cuz I thought it was a point in the post to which I was replying.

And let them say it is copying WWE. It is not as if they invented the idea. We have seen it used before, at other promotions, like at ECW, WCW, and ROH. There is very little that any wrestling can call its own, because wrestling has been around like, 100 years. It has all (well, mostly) been done before.
 
Having a secondary title like the tv belt is such a great way to push guys, I think. Also it's a great use to refresh a main eventer that has been lost in the shuffle: not everybody has to go after the World title all the time. But more importantly it's a great way to create heat and boost up storylines. I think for example if Hogan decided to put the TV belt on the line between Joe and Magnus for BFG, it would add another something extra and make the match more important.
