It's too early to definitively say, but I will say that Harris definitely has the tools needed to make it all the way to the top. And unlike a certain other wrestler, Harris can actually use these tools. Let's check them all off:
Unique Look: Face it - Harris has a look unlike anyone else in the WWE, and best of all it's not because he's overweight; that's just his body type. It suits him, and lets him stand out.
Athleticism: In spades. Harris can move for a man his size, and it is this that actually made me pretty high on the guy even though I didn't like him much at the beginning of the season. He's surprisingly agile, enough to catch everyone off guard. He can work, and he can work well.
Charisma: This is the other thing that turned me on to Harris. Since his heel turn, Harris has impressed me with his natural heel charisma. He has swagger and a mean streak, combined in just the right ways. He stands out and really shows personality through everything he does.
Lineage: Harris is the son of IRS and blackjack Mulligan. Vince loves multi-generation superstars, and being in a wrestling family is sure to teach you a few things. IRS is also a backstage worker for the WWE, so he'll have a teacher right there to help him improve whenever he needs it.
However, even with all of this, his mic skills are average at best. He needs to work on that. He has everything else though, plus management is high on him, so I really don't see why, if he continues working hard and improving, he won't become a major player in the WWE.
