Hell in a Cell

Does anyone know why the wwe changed the hell in a cell structure?? The first time the new one was used was unforgiven 2006 for dx vs Shane n Vince n big show. My thoughts are that Shane wouldn't have been able to pull off his coast-to-coast dropkick with the cell roof being as low as it was... But would the wwe really entirely change to look (to worse IMO) just for this??

Probably to prohibit people from trying Mick Foley bumps, trying to outdo them, or from the crowd to have an expectation of such bumps.

I thought it was because of The Big Show being too tall to properly stand in the ring without hitting the roof of the original.
