Anyone who thought Shawn was walking away from WWE permanently was either living under a rock or drinking some strong kool-aid.
Shawn has a permanent role in WWE in one of several capacities, and here are a few of them:
Not Likely:
Wrestler. He's not going to compete again. Ever. Accept that.
Manager. See above.
Unlikely
RAW GM. He did it once before, and it would do nothing to alleviate his travel schedule, save for the fact that he'd only have to appear weekly and maybe on PPV's.
Announcer. There is a chance, albeit small, that Vince has been so impressed with JBL and CM Punk in recent years on commentary that he feels a former talent people identify with may be a way to go on the mic to play the neutral party to Michael Cole and King Lawler. Personally I think you need to get a commentator named "Nat." That way, we would have Nat, King, Cole. But Shawn knows the biz, did commentary with Vince back in the 90's on the original old school Raw (and was terrific) and with HHH taking on roles in the Gorilla position, they could use their chemistry to their advantage.
Most Likely
FCW Trainer. Shawn has a wrestling school and has proven he can develop talent. Either relocate him to Florida or open a new training facility in San Antonio. He could do guest spots on NXT.
Scout. This could be worked in tandem with FCW trainer.
Front Office. "Assistant Vice President of Special Events and Talent Relations." Basically, HHH's right hand man and the guy in charge of helping with promotions for Tribute to the Troops, Wrestlemania, Fan Axxxess, etc.
