It all comes down to one thing dude. A WWE signed wrestler beat a non WWE signed wrestler at a WWE event. Past creds don't mean much (outside a few of the big names) in the WWE
is it any surprise that the 2 finalists are 2 of the wrestlers that signed contracts to stay on after this?

No. It's not a surprise. It's good business and I don't blame them. I would just have Metalik go over Ibushi, to make the win feel that much bigger. Just that. I am actually okay with Ibushi losing as I wouldn't book him to win, in any way. But I also wouldn't be idiot enough to make him lose to someone that might offend him, because, maybe after he does what he wants to do in Japan he can come in to WWE.
But that's always been Ibushi's problem. He doesn't want to commit. New Japan gave him the co-main event at WrestleKingdom against Nakamura, in one of the best matches ever, really. Even KB gave it an A+, followed by a 5 star from Meltzer. But the guy just didn't want to sign so New Japan doesn't push him any further.
I watch Japanse wrestling too. But TJ is the right choice he's signed, Kota isn't, in the end the bulk of the competitors are signed to WWE and that's what counts logically at this point.
Dude. I understand that. I applaud that. I'm actually kinda happy he hasn't signed because that means I'll probably be getting a Kenny Omega vs. Ibushi match for the World Title. Two of the craziest wrestlers. One wrestles 9 year old kids and the other a doll and it's still great! Two of the best DDT wrestlers.
