I gotta say for the United States belt (in the WWE) it was this man:

He is the only man to ever wear both belts. back then they were the WWF and WCW titles. NOW they are The WWE title and The World Heavyweight championship. Either way, they always have and always WILL be the two top belts in the business, and this guy is the only man to wear them both (before being unified and then split again)
