Why does WWE favor Stone Cold to The Rock?

I think Austin's fans were more loyal. Rock's fans were loyal, but from time to time, the crowd would turn on him. In the build to WrestleMania X-Seven, the Wrestling Observer and Figure Four Weekly both reported 'Die Rocky Die' and 'Rocky Sucks' signs were taken away from fans. Rock was also booed at SummerSlam 2002.
