Who deserves the better push? Wade Barrett or Cody Rhodes?

So we all know Dolph Ziggler has gotten his push and most likely looks like he will get a push goin into mania if he goes up against Mick Foley. Ziggler is the next champ imo. Now u got Cody Rhodes and Wade Barrett, both of them have had good pushes in the last year. Cody's has lasted longer than Barrett's push but Barrett is just unique and so is Cody Rhodes. My question to u is which one of these guys deserves the bigger push after Mania. I think one of them should be drafted to RAW considerably Cody Rhodes, cuz i think Barrett can be a good heel going up against Sheamus on Smackdown!
