I kinda share Foley's sentiment on the catchphrase. (whether it's the chicken or the egg idk) He was frustrated that after years of doing good promos, the attitude era brought catchphrases to the for front. So instead of really clever, emotion, or over the top promos (ala Flair, Jake the Snake, etc) we get "Have a Nice Day." And that is what people remember about him.
I think the problem people don't get over on the mic is:
1. Most "super stars" who come through WWE developmental are trained to be a character not how to wrestle or how to cut a promo.
2. Over scripted promos lack emotion and create a "cookie cutter" atmosphere.
As long as WWE executives continue to think they put on a television program instead of a wrestling event, it's going to be cold and over produced.
