We're supposed to believe the Steel Cage was just waiting to be used?

Ah, my mistake. Sort of rushing these responses.
But still, the GM would have had no idea that Cena would challenge Riley in the first place, giving the GM the opportunity to add a steel cage to the match preventing Miz interfering.

It adds up well, having a cage in place to block Miz, but the fact that the GM didn't know there would be a Riley-Cena match still stands.

And I just want to get this point across.
I don't mean actually physically setting up the cage during the break.
I'm talking about the fact that it just happened to be there without any indication that it would be used.

As I said BEFORE, the GM planned on having a cage match on RAW. He could've put anybody he wanted in it. He decided to put Cena and Riley in it to keep Miz from intefering, after they agreed to the match. What is so hard to understand or believe about that?

I agree,

If they are going down the road of the GM making events on the spot, this kind of stupidity doesn't work.

Seen it many times before and it will probably happen again.
