I've never heard of this before and based on the look of it, there's a reason for that.

Just because it is called American Football does not mean that is solely 'American.'

My bet is that when other countries were looking to form such an organisation, representatives of the NFL wanted little or nothing to do with it.

Probably a similar kind of "This is our sport, not yours" complex that the English FA had towards the World Cup for the first 20 years, which is probably why the headquarters of FIFA, the governing body of football, is in Switzerland and not England.

I didn't say any of that. And all of the governing bodies of the major sports are in Europe, most in Switzerland. Is there something wrong with wanting one somewhere else? There are other regions you know.
