That said, I've never seen Cody live, and I find him extremely enjoyable. He's an annoying prick of a heel that you can't help but laugh at.

Too small to ever be the face of the WWE. Furthermore, he's not typical wrestler material... he's too pretty. Look at anybody who has ever been THE guy in the WWE. They can be handsome, but none of them are pretty boys, all have a tough look about them. Cody doesn't have that.

Saying he plays his role well is one thing.

Saying he oozes charisma is another thing entirely. When you say someone oozes charisma, you think of people like The Rock, Hulk Hogan, and Steve Austin. Rhodes will be extraordinarily lucky to see even half the success of those individuals.

He's not bad, don't get me wrong, he's just not very good either. There's nothing unique about him whatsoever. Replace him with any other good-lucking heel and there's no difference, anyone can play the cocky vain asshole heel, it's one of the oldest gimmicks in existence. That plus his average in-ring work leads me to see him as mediocre.
