It should be mentioned that Daniel Bryan got both the Yes Lock & his running knee from Hideo as well, so he was basically screwed out of all 3 of his finishers before ever even getting to WWE.

No one gives a shit about an unknown finisher at first. It's up to the wrestler to get it over. If CM Punk hadn't originally gotten the GTS over, it wouldn't have taken long for Hideo to do it.
Moves very rarely get over, wrestlers do. There's a few exceptions, like The Worm, but that is because it's something so unusual.
When the reaction to CM Punk was muted earlier in his career, so it was to the GTS. It's only once he became huge that people went crazy for the move.
When Hideo teases it, and the crowd laps it up it is because the 'smart' people in the audience are excited they can say 'that was his before it was Punk's' and the 'not smart' people in the audience think its an homage to Punk.
Without Punk it would be just a move, and the pop would be the same as for anything else Itami does: a bit limp.

He's been doing the shake thing for a while in NXT. He did it excessively in their "return" to play along with the crowd. Even the commentators mentioned it with the "Yah" movement comment.
