People talk all the time about how much better the Bar Room used to be. When was this, and how was it so much different?

Hmm, well, this 'Golden Age' could be seen as an Age in either two periods...Pre-Luther, or The Beginning of Luther.

Since there were so many dicks in the Bar Room generally Pre-Luther, then I'll have to say that the Golden Age was the Beginning of Luther's growing fame in the Bar Room, which led to his first mod spot.
