Honestly, its the content that matters more than anything.

Usually SD is shit even in the 2 hours it is shown. RAW just has loads of rubbish which makes it hard to watch, but if such filler is cut out and some time is given to a couple of good matches per show, then 3 hours would also be bearable. But given how crap some of the PPVs have been, it isn't surprising that RAW is so bad. Just read that last night's RAW got some low ratings...
