This is essentially an irrelevant question. The reason is that the WWE HOF is not like the HOF of other sports, particularly baseball. The baseball HOF bases its inductions on votes from the Baseball Writers Association of America, a public body that casts ballots every year; that has clearly defined criteria to consider when casting said ballots; and a process by which the actual vote totals for each candidate are released publicly. The WWE HOF is none of those things. Only Vince and his inner circle know what the criteria for induction is and nothing about the process is made public in the way other sports do. So, there's no way for anyone to "make a statement," so to speak, by not voting for an alleged steroid user, i.e. Mark McGwire in baseball.
This question is also kind of silly for this reason alone: this is wrestling, EVERYONE has used steroids. Please don't go trying to claim this guy didn't or that guy didn't, I've watched wrestling long enough to believe that everyone who has ever set foot in a ring has taken something that can be considered a steroid at some point in their career, even if it was just one time. Even Bret Hart admitted he took steroids, and otherwise, I wouldn't have thought him to be a user. So if you go excluding steroid users from the WWE HOF, there won't be a HOF left.
