Not anytime soon no. But after Mania you could get them together for a match and turn Ambrose afterwards. Then you can have another little shake-up. But the top of Raw doesn't have a massive heel that's world title caliber other than throwing the Miz to the top. Sheamus? Cesaro? Is Braun actually a heel? Is Lesnar a heel? None of the Shield are heels. Bray?

The only actual guys on that roster that are legit heels worthy of holding a title or challenging for one would be Miz and Joe when he returns.
