Honestly, it's been this way for The Rock since well... he became popular as The Rock.
Stone Cold is a legend and was the prototype for all of the popular wrestlers who were in their prime with him during the Attitude Era. The Rock was the perfection of this prototype. He could do everything that Stone Cold could do inside and outside the ring but in a more entertaining fashion. Simply put, The Rock slightly out-shined SCSA from that point on. He always had a slightly louder pop that would last longer than SCSA, sold opponents moves better, got more former "wrestling haters" attracted to pro wrestling, and in turn sold way more merchandise and Pay-Per Views.
