Is Stone Cold now stuck in The Rocks shadow?

Honestly, it's been this way for The Rock since well... he became popular as The Rock.

Stone Cold is a legend and was the prototype for all of the popular wrestlers who were in their prime with him during the Attitude Era. The Rock was the perfection of this prototype. He could do everything that Stone Cold could do inside and outside the ring but in a more entertaining fashion. Simply put, The Rock slightly out-shined SCSA from that point on. He always had a slightly louder pop that would last longer than SCSA, sold opponents moves better, got more former "wrestling haters" attracted to pro wrestling, and in turn sold way more merchandise and Pay-Per Views.

Stone Cold has been second to The Rock for a long time. It's just because "true wrestling fans" (The minority of fans in the WWE) respect him more that they consider him better than The Rock.

I think it has to do with the fact that the rock was more hyped by the wwe than austin. the night rock came back, the ratings were super low, because nobody knew about it, so after that, the wwe kept his name and face everywhere. He became a bigger part in the main storyline than austin. at the same time tho, i think that both of them got around the same amount of pop at mania. and on raw, austin got huge reaction, the crowd even wanted him to stun all the contestants in the ring.

Another idea is the fact that the rock is against john cena. i think alot of people arent considering that a huge amount of the pop rock is getting is anti-cena pop. the wwe universe hates cena. so just about everybody who goes against cena gets a lot of support from the crowd. even the miz did at mania, right after everyone was chanting miz is awful. all because he was against cena. anti-cena guys gets the most pop of all.
