First of all I'm a huge Rey Mysterio, but what has he done the last few years.
Well in 2009, he was wrestler of the year, second only to maybe CM Punk. I think that's a pretty major thing. He put on a good performance at the Rumble, great performance in the Elimination Chamber against Edge, won the Intercontinental title and made it interesting again, multiple match of the year candidates with Jericho, great matches with Ziggler, another match of the year candidate with John Morrison, and ended on a decent feud with Batista, which helped get Batista possibly more over than he's ever been. I'd say that's a pretty damn good year.
He's been in a few World title matches(but only won once), thats about it.
Well yeah, that's because he simply shouldn't be a World Champion. He's a fantastic upper midcarder, but it's just too difficult to buy him as a world champ.
In 2004-2006 Rey was one of the best stars in WWE.
That's certainly arguable. Even those years were quite a bit past his prime.
He's not anymore, all the moves he does now are the senton, 619, cross body, and kicks. I know he's older now, these days I don't see him as a huge WWE wrestler anymore.
Read what I said about him being wrestler of the year in 2009. His moveset is more limited, but he still has fantastic matches.
He's still got it in him. I think if WWE gives Rey the World title again and hold on to it for a year, also beating people like Undertaker, HHH, or Batista it would help out Rey.

I don't see it happening any time soon. He's now going against people like C.M. Punk and mid-carders. Have you had enough of Rey?

Facing CM Punk in a match at Wrestlemania is not bad at all. In fact it's very, very good. It's certainly a big step up from a match against a bad wrestler for a semi-worthless title, which is what he got at Wrestlemania 25.
He's a former world champion facing another former world champion, both of whom are great in the ring might I add, in a match based around a very personal feud on the biggest stage in wrestling with a decent stipulation. How is that bad in any way?
I certainly haven't had enough of Rey. I know his knees are bugging him, and he's only got a couple of years left. But last year proved that when he's used properly, he can be awesome.
