Yeah, because Dustin Rhodes was just so completely awesome that he just rocketed to the top of WCW, right?

Besides, they already have a generic wrestler whose schtick is "Dusty Rhodes was my dad."

Seriously, I couldn't disagree more! Dustin Rhodes just has absolutely no charisma whatsoever. However, when he puts on that facepaint and wig, he becomes something extraordinarily special. The fans suddenly care about him. As it stands, he gets one of if not the biggest pops on ECW programming. I think WWE took a performer who was skilled in the ring but lacked that "it" factor (Dustin) and created a superstar (Goldust).
