I think he could be a dominent heel, he would need to be booked properly though. He needs a run in the mid card before being pushed to the main event. He will need TV time and be given good storylines.
Owens has all the tools to be a main eventer for the WWE. If they use him right he will be money for them. He has a terrific moveset, can talk, and in the indies he moved merchandise. Sure hes not pure muscle like Brock was but neither is Daniel Bryan who is more over than anyone on the roster currently. They just need to let him keep his bad ass persona and he will succeed.
If WWE had any sense they would watch their own network library and see what has worked previously, not just for Owens but for all guys they want at the top. Reigns could be ding with a midcard year before he gets the title. Vince seems stuck in his ways over recent years of pushing people who the fans are not invested in totally to the top of the card when they don't desreve it / aren't ready. Its frustrating because they have so many hours of their own footage to look back on and see what works.
