Comedy act instead of managerial genius???

As a kid I used to love AWA. As you already know, the WWE took a lot of talent from AWA. One of the gems from the organization was Lord Alfred Hayes. I would sit there mezmerized by his promos mainly because I thought he was a bad guy from a spy movie, but he used psychology to the fullest extent. His character was very pompous and self assured. Plus, he was able to get his guys over, and his feud with Bobby Heenan was golden.

So, fast forward and Hayes is in the WWF & he's a commentator. Then on top of that he's in a lot of comedy skits with McMahon, the Funks, etc. He did an ok job commentating but why didn't the WWF use him as a heel manager. He would have been great with stars such as Kamala, Bob Orton, Dino Bravo, etc.
If used do you guys think he would have been an effective manager in the new era of wrestling of the '80s? Would he be a hall of famer by now, and would his managerial character equate to success nowadays if the E used one like this?
 
he would'[ve been great for managing andre the giant when he was a face or the british bulldogs. He could've managed some of the other european superstars such as ivan putski as well.
