I had this idea before Bragging Rights, when I actually believed that Cena was going to Smackdown. (Putting your biggest star on the show that is behind in the ratings is not the craziest thing to do.)
Put Cena on Smackdown. He's drafted, he wins the Rumble, Teddy Long wins him in a poker game with a guest GM, whatever.
TEddy Long is (kayfabe) fired. There is speculation as to the new GM. Grisham is in regular Bluetooth contact with the new GM--he knows who it is. After a couple of weeks of suspense, the new GM appears "by satellite"--The Rock!
HAving Cena and The Rock on Smackdown would strengthen the weaker of WWE's 2 main shows, which could be important since SD's contract with MyNetwork is up next year.
Even in Kayfabe, The Rock is still doing movies. So it's explainable why he isn't there every week and speaks through Grisham's headset. It's explainable why usually he only appears on the Titantron "via satellite from Hollywood."
Having Cena and The Rock on the same show sets the stage for their conflict. Rock would be the heel-GM punishing Cena. The Anti-Cena demographics would get behind the Rock, and the Rock's involvement would give a big boost to the heels doing the actual fighting against Cena--probably Punk, Batista, Jericho, Edge, maybe Morrison or Ziggler, Christian or maybe Dibiase or Cody Rhodes.
That program could stretch out for a good long time without The Rock ever having to take off his $1200 shirt and lay the smack down with his own hollywood movie star hands.
Rock comes back almost full time on TV without wrestling a real schedule.
Cena works an extended Austin vs. McMahon feud with the biggest star in the business. SMackdown gets a serious ratings boost. Smarks get to root for the Rock to crush SuperCena.
