Agreed. That's what makes sense. Though they did put the title on The Rock and Lesnar in recent years, when we all knew they wouldn't be around much to defend it. So who knows.

Lesnar at least made some sense. They've at least somewhat admitted taking the belt off Punk to hand to the Rock was an awful idea.
