You have to look at it this way. The older guys are doing something they love to do. It is very hard to let go and know when to leave. It does annoy me if someone loses a retirement match only to come back when they are supposed to be retired. I'm looking at YOU, Flair! Anyhow, it benefits the federations for the old guys to stick around because they can help put over new stars. So it isn't always a bad thing. It IS a bad thing when they stick around and refuse to put anyone over, as well as having multiple "retirement" angles only to come back. Either stay or leave, and if you stay you need to know when to let new stars become established because otherwise when the old guys are forced to leave there would be no one to fill their place.
