"A year" is the correct phrase. I've never heard anyone say "an year" before. Apparently that phrase does exist.... but much like "amn't" I had never seen it before until I saw you use it.
Y is a vowel. Then again he never did play by the vowel rules. Out of the vowels Y is like the, to borrow an old line by our current WWE World Heavyweight Champion, the class clown of the group.

I thought that "an" is also used for words sounding like they start from a vowel. And "year" sounds like starting from "e" so I used "an". That's what I've studied here. Maybe it's in British English and not in American English.
"Year" starts with the same sound as words like "yeast" or "yield". It does not start with an "e" sound.

You can pronounce "ear" with a hard E. As long as the person who you're talking to understands the word you're saying, then it is correct.
